The 30th of June is the deadline for all Approved Managers to obtain their new ID cards.

Part 2 of the Liquor Control Amendment Act 2010 which relates specifically to the new licensing arrangements for Approved Managers will be proclaimed to come into effect on 7 June 2011 and the Liquor Control Amendment Regulations (No. 3) 2011 will also come into effect on that date.

What does this mean for existing Approved Managers?

If you are a current Approved Manager, authorised by the Department of Racing, Gaming & Liquor, you should have already received your invitation from RG&L to apply online for a new ID card.

If you have not received a letter from RG&L call them immediately on 9425-1888 to update your status and receive your Username and Password.

Important. If you already have your Course in Liquor Licensing certificate apply for the Unrestricted Approved Manager ID card. At this time there is no charge for your new card .

What does this mean for New and Prospective Approved Managers?

If you need or want to be an Approved Manager in the future you need to determine what type of Approved Manager ID card to obtain

Unrestricted - work as an Approved Manager anywhere in WA.
Restricted - you can work in any licensed premieses anywhere in WA, BUT you can only work as an Approved Manager in an establishment with a Club, Club Restricted or Occassional licence type.

Applicants will be required to obtain a National Police Certificate and undertake the relevant training prior to lodging an application with DRGL.

What does this mean for Licensees?

The licensee is still responsible for ensuring that the conduct of the business is personally supervised and managed by an approved manager at any time when business is being conducted at the licensed premises.

The Department of Racing, Gaming and Liquor’s (DRGL) website will contain a search function which will enable licensees to enter a manager’s approval number and view the details of the approval ie. approval number, expiry date, approval type (restricted or unrestricted).

The new licensing system will provide efficiencies as licensees will no longer be required to obtain approval from the Licensing Authority each time they appoint a new approved manager at their premises.

Online RSA Course

Currently, Clubs WA offers online RSA training (Responsible Service of Alcohol) for a number of states and are in the process of converting a number of other liquor training courses to be taken online.

This unit describes the performance outcomes, skills and knowledge required to responsibly sell or serve alcohol and to satisfy the requirements for responsible sale and service of alcohol (RSA) under state or territory legislation.

A harm minimisation approach is central to compliance with liquor licensing legislation which, across all Australian States and Territories, imposes obligations on all licensed venues to participate in the management of public safety through the responsible sale and service of alcohol. Those developing training to support this unit must consult the relevant state or territory liquor licensing authority to determine any accreditation arrangements for courses, trainers and assessors.

This unit covers the RSA skill and knowledge requirements common to all States and Territories. However, some legislative requirements and knowledge will differ across borders and so currently we are providing online RSA training to Western Australia, Northern Territory, South Australia, Australian Capital Territory , Queensland and Tasmania
